THE EVENTS IN JANUARY AT MOSCOW DOMOEDOVO AIRPORT VIVIDLY DEMONSTRATED THE SHORTCOMINGS IN THE SECURITY SYSTEM AT ONE OF THE MAIN ARRIVAL POINTS INTO THE COUNTRY SECURITY EXPERTS SAY THAT THIS EVENT WAS REVEALING: THE TRAGEDY SHOWED UP THE WEAK POINT OF ALL THE AIRPORTS OF THE WORLD, THE UNPROTECTED AREAS BEYOND THE REACH OF CHECKPOINTS AND SECURITY WITHIN AIRPORT BUILDINGS, PLACES CROWDED WITH HUNDREDS OF PEOPLE.

Today one thing is clear: metal detectors alone can not provide the necessary level of security. To guarantee security an integrated approach is essential. For example, the US Transportation Security Administration has developed the SPOT programme, under which 3,000 secret agents walk around American airports, studying people’s body language, gestures, and facial expressions in search of terrorists. On its own account, the programme has attracted a significant amount of criticism, but as an addition to obligatory security measures it has the right to exist.

Special note has to be made of the working methods of those airports located in high-risk areas and those that have had to learn from their own mistakes. So, after the terrorist attack of 1983 at Paris Orly airport, the airport’s security service switched to a regime of careful and scrupulous baggage inspection-if the screening expert doesn’t like the way your shirts are packed, you will simply be removed from the flight and asked to repack your bag.

One of the world’s five largest airports, London Heathrow, has seen several bomb explosions, and was three times subject to mortar attack by militants from the Irish Republican Army. Although this took place in the last century, today the airport is equipped with the last word in technology. Anyone causing the slightest suspicion will be gone over by security specialists with scanners that are able to see through clothes. These scanners can easily spot weapons, explosives, coins, and the lint in your pocket, and also prosthetic limbs, silicone implants, piercings, tattoos and birthmarks.

World’s most secure airport

The most secure airport in the world from the point of view of defence against terrorism is Ben Gurion Airport, Tel Aviv, Israel. Passenger controls begin on the access road at a checkpoint located at a three kilometre distance from the airport, where vehicles and their owners are inspected by security personnel, who are all armed. The inspection is quick, precise and professional: 60 seconds per vehicle. The airport itself is protected not only by the police, but soldiers and contractors, both uniformed and plain clothes. The security officers meet passengers at the door of the airport, after which departing passengers are questioned in turn during baggage inspection. Any piece of luggage left unattended for longer than 20 seconds will immediately get the attention of security (and if it doesn’t the whole shift will be removed from duty). 700 cameras survey the airport.There are almost no dead zones that do not fall under the lens, other than perhaps the toilets.

Koltsovo AVSEC

Koltsovo Airport’s Aviation Security Service (AVSEC) provides security at the gate in accordance with all international standards. Around the airport complex a fenced-off and controlled 50-metre zone is in place. According to statistics, 90% of terrorist attacks in the world are carried out with the help of parked cars, set off with explosives. For this reason, controlled parking has been organised on entry to the airport grounds. When it passes through the barrier, information about the vehicle and its owner goes into the database and a camera photographs the car, its registration plate and the driver. In the area of the airport there are also 24-hour traffic police posts and a patrol and sentry service of the local law enforcement agencies.

Video surveillance is in operation in every area of the airport: the AVSEC dispatcher’s central surveillance control desk receives information from more than three hundred cameras, working on a non-stop regime 24 hours a day. Security areas for domestic and international flights are fitted out with up to date equipment: stationary and portable metal detectors, X-ray machines for scanning baggage, and explosives vapour detectors. At Koltsovo there are a total of 26 points of inspection, through which all passengers, crew members and flight attendants, hand luggage, checked-in baggage, cargo, post and in-flight refreshments must pass. A sniffer dog service operates during the inspection of baggage, cargo and post. The ten dogs, trained to find explosives, go through an annual refresher course. Every day, the four-legged security officers patrol the terminals, baggage departments and left-luggage rooms. In 2010 they inspected 102 thousand items of baggage, 308 thousand items of cargo and post, and 300 lost items. However, the main strength in aviation security is people, professionals in their field. The AVSEC employs 435 specialists of various profiles: inspection and security staff, dog handlers, psychologists. All AVSEC personnel go through training, and have certificates and the necessary experience of working under extreme conditions.

An AVSEC employee has a very specific occupation, the professional demands increase year on year. Each AVSEC staff member has excellent health, and the physical training is verified by means of tests in hand-to-hand combat and self-defence. An important role is also played by the human factor- no piece of equipment can substitute the experience and professionalism of an AVSEC employee. At Koltsovo, just like at the other large airports of the world, at the same time as using technological means of screening, various methods for discovering potential law-breakers are used, based on a profiling system (vetting of passengers by trained AVSEC personnel using a special methodology). In this way, experienced specialists can recognise miscreants by their body language, gestures and behaviour.
